Document Description
The project consists of constructing and operating a non-residential electric truck charging facility on an existing 4.47-acre developed site in the City of Oakland. The project will install 17 Class-8 pull-through EV truck charging stations with 17 chargers, minor supporting electrical infrastructure, conduit trenching, transformer pads, and associated site upgrades.
A small 441 square-foot guardhouse/amenities building will be constructed on the site. The remainder of the site consists of existing paved surfaces and circulation areas.
Auto parking onsite includes 3 passenger vehicle spaces, specifically 1 accessible van space and 2 standard spaces.
The project does not involve residential use, sensitive environmental resources, ground-disturbance beyond minor trenching, or modification of natural landforms.

Reasons for Exemption
The project will not affect any visual resources, such as protected trees or historic resources. Installation of the electric truck charging equipment will include the placement of conduits, wiring, electrical connections, transformer pads, and associated mounting hardware. Minor trenching is required to bring power to the charging system, and all disturbed areas will be backfilled and restored upon completion.
This project is therefore categorically exempt from the provisions of CEQA under California Code of Regulations (CCR) Title 14, Section 15301, as the project involves minor alterations to existing facilities on a fully developed and paved Authority cited: Sections 21083 and 21110, Public Resources Code. Reference: Sections 21108, 21152, and 21152.1, Public Resources Code Revised 2011 Notice of Exemption 4.47-acre site and does not expand the existing use. The structures added to the site fall within the dimensions and activities allowed under CCR §15301(e). The project is also categorically exempt under CCR §15303, as it consists of the construction and location of limited numbers of new, small facilities or structures, including a small 441 square foot guardhouse/amenities building and installation of small new equipment and facilities in small structures. In addition, the project is categorically exempt under CCR §15304, as it involves minor alterations to land, including shallow trenching and grading on land with a slope of less than 10 percent. The work does not occur in a waterway, wetland, designated scenic area, or mapped geological hazard zone. No healthy, mature, scenic trees will be removed. The project does not involve any unusual circumstances; will not result in damage to any scenic resources within a state scenic highway; is not located on a site listed under Government Code §65962.5; and will not cause a substantial adverse change in the significance of a historical resource. The project, when considered as a whole, will not result in a cumulative environmental impact. Therefore, none of the exceptions in CCR §15300.2 apply, and the project will not have a significant effect on the environment.
