Reasons for Exemption
The remodel is characterized as a minor alteration of an existing public structure and facility, involving negligible or no expansion of existing or former use; the addition is would not result in an increase of more than 10,000 square feet and is located in an area where all public services and facilities are available to allow for maximum development in the general plan and the site is not environmentally sensitive; the addition would not result in an increase of more than 50 percent of the floor area of the structures before the addition; the project site is consistent with the applicable Public/Semipublic general plan designation, applicable general plan policies, Public/Semipublic “PS” zoning designation, and zoning regulations; the approximate 6,000 square foot project site is no more than five acres within the Salinas city limits and surrounded by urban uses; the project site has no value as habitat for endangered, rare or threatened species, as it is a developed site and entirely surrounded by the hospital environs and urban development; approval of the project would not result in any significant effects relating to traffic, noise, air quality, or water quality, as the project is a minor expansion to an existing use; and the site is currently adequately served by all required utilities and public services.
