Reasons for Exemption
The proposed project consists of improvements to the existing RD 2091 Project Levee through the removal of abandoned pipe crossings. These activities are intended to maintain and strengthen the existing levee facility and would not result in an expansion of its existing use or operational capacity. Removal of the abandoned crossings would address existing penetrations within the levee and restore the affected areas to conditions consistent with the surrounding levee structure. Accordingly, the project is consistent with the types of repair, maintenance, and minor alteration of existing public facilities contemplated under the CEQA Class I Existing Facilities categorical exemption (CEQA Guideline Section 15301).
