Document Description
The proposed project will include improvements on approximately 1.08 acres of the Bridgeport ES campus. The proposed project will include the removal and replacement of existing asphalt located at the play area on the southeastern corner of the campus. The new asphalt surface will be restriped to include three basketball courts, three ball walls, two 4-square courts, four tetherball courts, and other various play markings. The gutters and drainage inlets within the project area will be removed and replaced. Seven tetherball posts will be removed, and four new tetherball posts will be installed. Two wooden ball walls will be removed and replaced with three new concrete masonry unit (CMU) ball walls. Existing basketball posts will remain in place. All underground utilities and associated infrastructure will remain. The project will also include the construction of a new concrete walkway around the perimeter of the play area. In addition, minor interior improvements will be made to the restrooms within Building A, consisting of upgrades to plumbing fixtures and accessories.
The proposed project will include upgrades to the play structure area. Improvements will consist of the removal and replacement of the existing play structure, swings, and rubberized play surfacing. The existing concrete curbing will be extended. A new 4,800-square-foot shade structure will be installed above the play structure.
Construction of the proposed project will be completed in two phases. The replacement of the asphalt and play equipment will occur between June and July 2027. The installation of the shade structure and rubber surfacing will be completed in August 2027. All construction equipment and workers will be staged within the boundaries of the project site, and contractors will adhere to Santa Clarita Municipal Code Section 11.44.080, Special Noise Sources: Construction and Building, to avoid disruption to campus operations. The proposed project will not increase the school's student capacity. All project improvements will be on campus, and no off-site improvements will be part of the proposed project.

Reasons for Exemption
The proposed project is categorically exempt from CEQA under Class 1, Existing Facilities (Section 15301). The proposed project consists of minor alterations, maintenance, and repairs to an operational public facility, with no expansion of its existing use. Specific improvements—including updated play equipment, asphalt replacement, and hardscape striping—will occur within the existing campus and will not alter the campus boundaries. These improvements are intended to modernize and maintain existing campus facilities. These proposed upgrades to the campus will serve the existing student population and staff without increasing enrollment or intensifying campus use. Therefore, the proposed project is exempt from CEQA under Section 15301.
The proposed project is categorically exempt from CEQA under Class 2, Replacement or Reconstruction (Section 15302). The proposed project involves the replacement and reconstruction of school facilities on the same site with substantially the same purpose and capacity as the facilities being replaced. Project improvements will include the removal and replacement of existing asphalt paving, drainage features, tetherball posts, ball walls, playground equipment, swings, and rubberized play surfacing within the existing developed play areas of the Bridgeport ES campus. The replacement facilities will be within previously developed areas of the campus and will continue to serve the same recreational and educational functions as the existing facilities. The proposed project will not increase the operational capacity of the campus or result in expanded use. Therefore, the proposed project is exempt from CEQA under Section 15302.
The proposed project is categorically exempt from CEQA under Class 3, New Construction or Conversion of Small Structures (Section 15303). The proposed project includes the construction and installation of limited numbers of new, small accessory structures and facilities within an existing elementary school campus. These improvements are small in scale, accessory to the existing school use, and will be located entirely within the boundaries of the developed campus. The proposed project will not alter or expand the existing school use of the campus, will not increase student capacity or the number of classrooms, and will only result in minor improvements to the existing campus. No off-campus improvements will occur. Therefore, the project is exempt from CEQA under Section 15303.
The proposed project was also reviewed for possible exceptions under Section 15300.2, and it was found that the exceptions do not apply.
