Valley Water proposes to install communications equipment and associated supporting features that would involve minor alterations to the interior and exterior of existing structures and facilities used to provide public water supply services. Deteriorated mechanical equipment that was not damaged from an environmental hazard also would be rehabilitated to meet current standards of public health and safety.

Reasons for Exemption
Proposed improvements would not expand the existing or former uses of the affected facilities, and thus the project meets the requirements of CEQA Guidelines §15301. Installation of a proposed tower trailer and fencing at the Pacheco Pumping Plant Ridge Repeater site would involve minor, temporary ground disturbance and would not involve the removal of healthy, mature, scenic trees. The project therefore meets the requirements of CEQA Guidelines §15304.
