Reasons for Exemption
The project would not result in a net increase in soil loss or runoff. The project area is located in Canon Creek drainage, which has a conversion rate beneath the 5½% threshold for this Class, and is located over half-mile from a designated Mineral Resource Area, active or potentially active mine or quarry, and would convert less than 5.5 acres of land on slopes less than 15%. The project avoids environmentally sensitive areas, and the plans include environmental commitments for preconstruction surveys and appropriate buffers/avoidance as needed of special-status species if observed per CDFW guidance. No trees would be removed, as all trees on the parcel were removed with an Emergency Notice following the 2020 Glass Fire. Project would convert approximately 2.3 acres of pre-fire coast live oak woodland to vineyard and would result in the permanent preservation of approximately five (5) contiguous acres of pre-fire coast live oak woodland habitat. The project would not result in impacts on cultural resources. Post-project water demand for the parcel would be 53% of anticipated annual recharge and would not result in impacts to neighboring wells or springs, and is not expected to result in impacts related to groundwater/surface water interaction pursuant to Napa County’s WAA Guidelines, Governor’s Executive Order N-7-22/N-3-23, Napa Valley Subbasin Groundwater Sustainability Plan, and the Public Trust Doctrine. Project area is not on any of the lists of hazardous waste sites enumerated under Government Code Section 65962.5. The project would not result in impacts to cultural or historic resources. There are no unusual circumstances associated with this project that would cause it to have a significant effect on the environment (see project file in the office of the Napa County Department of Planning, Building and Environmental Services for the documentation supporting these conclusions).
