Document Description
The purpose of the Project is to improve the safety on rural segments of County roads for the traveling public by implementing roadway safety countermeasures consistent with the goals of the Highway Safety Improvement Program. The Project consists of repairing, replacing, and upgrading existing damaged, outdated, or destroyed guardrail facilities to meet current safety standards at four locations. The Project also includes minor shoulder corrective work necessary to support the guardrail improvements and improve roadside safety. Work would occur within existing County road rights-of-way and would not add automobile travel lanes, expand roadway capacity, or change the existing roadway use. Construction is anticipated to begin in summer 2027. The beneficiaries of the Project include users of the County roads.

Reasons for Exemption
The Project is categorically exempt from CEQA pursuant to CEQA Guidelines §15301, Class 1, Existing Facilities, subsections (c) and (d), because it consists of repair, replacement, maintenance, restoration, rehabilitation, and minor alteration of existing County roadway safety facilities, including guardrails and related shoulder corrective work, with negligible or no expansion of existing use. The Project would occur on existing County roadways and would improve existing roadside safety features to meet current safety standards. The Project would not add new automobile travel lanes, acquire new right-of-way, or expand roadway capacity. The Project is also consistent with the County of Tulare’s locally adopted categorical exemption procedures pursuant to CEQA Guidelines §15300.4.
The County has further determined that none of the exceptions to the use of categorical exemptions set forth in CEQA Guidelines §15300.2 apply. The Project would not result in a significant cumulative impact, would not result in a significant effect due to unusual circumstances, would not damage scenic resources within an officially designated State Scenic Highway, is not located on a hazardous waste site listed pursuant to Government Code §65962.5, and would not cause a substantial adverse change in the significance of a historical resource.
