Document Description
The applicant requested a grading permit for the installation of open path fenceline monitoring for BTEX (Benzene,Toluene, ethylbenzene, & xylene). Fenceline Paths 1-3 were installed and commissioned late 2018. Fenceline Path 4 is the last pathway to close the gap on the perimeter fenceline monitoring. Reuse same design for the BTEX analyzers, analyzer shelter building, and retroreflectors; only change would be the location of where the shelter is placed and providing electrical infrastructure for power requirements to the analyzer shelter. Civil/Structural Scope: 1) Provide foundation pad for the analyzer shelter 2) Drilled piers for shelter and retroreflectors (mirror installation), level site 3) Road access for construction, grading, & excavation for analyzer shelter foundation

The project is categorically exempt from the California Environmental Quality Act(CEQA) pursuant to CEQA Guidelines Sections 15304(a) (Minor Alterations to Land), which apply to projects involving minor alterations of grading on land with a slope of less than 10 percent, and is not located in a waterway, wetland, an officially designated (by federal, state, or local government action) scenic area, nor in officially mapped areas of severe geologic hazard such as an Alquist-Priolo Earthquake Fault Zone or within an official Seismic Hazard Zone, as delineated by the State Geologist.
