Document Description
The purpose of the Project is to perform surface and substructure repair activities to two existing bridges in the Town of San Anselmo that are proposed to undergo preventive maintenance repairs through the California Department of Transportation (Caltrans) Highway Bridge Program’s (HBP’s) Bridge Preventive Maintenance Program (BPMP). The Barber Avenue Bridge (Bridge No. 27C-0073) is a four-span bridge over San Anselmo Creek reported to have been constructed in 1930. The Sir Francis Drake Boulevard Bridge (Bridge No. 27C-0040) is a single-span bridge supported by a reinforced, horizontal, concrete beam constructed over San Anselmo Creek in 1929. The Project is exempt from CEQA per Section 21000-2177, Public Resources Code; Title 14, Division 6, Chapter 3, Section 15000-15387, California Code of Regulations in accordance with the following exemption: §15301 (Class 1 – Existing Facilities).

The Barber Avenue Bridge is located approximately 170 feet east of Sir Francis Drake Boulevard and approximately 0.24 mile south of Greenfield Avenue. The Sir Francis Drake Boulevard Bridge runs along Sir Francis Drake Boulevard at the intersection of Tunstead Avenue, adjacent to downtown San Anselmo and approximately 0.15 mile south of Greenfield Avenue. Reasons for Exemption
Class 1 includes the repair, maintenance, or minor alteration of existing public facilities involving negligible or no expansion of use. The Project is consistent with a Class 1 exemption because work will consist of maintenance of - and repairs to - two existing bridges, the Barber Avenue Bridge and the Sir Francis Drake Boulevard Bridge. The repairs will include rehabilitation of the bridge decks, repairs of cracks and seals in existing bridge components, and concrete repairs. These improvements will not change the existing use of the sites or result in a substantial change in the physical character of the sites.
