Reasons for Exemption
The project is exempt under Section 15302, Replacement or Reconstruction. This exemption applies to the replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The project involves demolition of the existing Fire Station No. 6 and construction of a new fire station on the same site. The replacement facility will continue to function as an emergency response station serving the same geographic service area as the existing facility. Although the proposed fire station will be larger in size than the existing building, the increase in building area is necessary to accommodate current operational needs, building code requirements, firefighter health and safety standards, and the storage of modern apparatus and equipment. The larger building is not intended to expand the station's service area or materially increase its operational capacity. The project includes the addition of one fire station personnel member and one mobile command post vehicle; however, these staffing and vehicle adjustments do not constitute a substantial increase in the facility's overall operational capacity. Similarly, Fire Station No. 6 currently hosts training activities, and those activities will continue at the replacement station without a substantial increase in their frequency or intensity.
Overall, the project modernizes and replaces an aging public safety facility to meet current codes, regulations, and operational requirements while maintaining substantially the same purpose and capacity as the existing fire station. Therefore, the project qualifies for a Categorical Exemption under Section 15302 and no further environmental review is required.
