Document Description
The project involves a Disposition and Development Agreement and other associated real estate agreements, such as a ground lease, to allow for demolition of two existing surface parking lots and San Ysidro Health Comprehensive Health Center and construction of a new healthcare facility, parking garage, and multi-family residential building. A new three-story San Ysidro Health healthcare facility is proposed to replace the existing surface parking lot on the healthcare facility site (APN: 545-532-18-00). The healthcare facility building would total approximately 23,800 square feet (SF) and the ground level of the healthcare facility site would be improved with a patient drop-off area and four surface parking stalls. Additional parking for the healthcare facility would be provided in a four-story parking garage with 105 parking spaces at the parking garage site (APN: 545-621-22-00) to the south across Ocean View Boulevard. The parking garage would also include a rooftop deck, elevator, and solar panels. A lot tie agreement pursuant to San Diego Municipal Code Section 129.0120 is proposed for the healthcare facility and parking garage sites, as the parking garage would be an ancillary use to the healthcare facility. A 122-unit affordable, multi-family residential development is proposed on the residential site (APN: 545-611-36-00) and would replace the existing San Ysidro Health Comprehensive Health Center. The five-story residential building would have a total height of approximately 70 feet. A mix of one-, two-, and three-bedroom units is proposed, comprising 121 resident units and 1 manager’s unit. The residential building would be approximately 172,820 SF and include 4,400 SF of leasing and resident services offices as well as 3,700 SF of indoor amenity space. Approximately 15,000 SF of outdoor space would be split between two courtyards on the second level of the residential building and would include a playground and community garden. The healthcare facility site, parking garage site, and residential site would each provide one driveway along 32nd Street for vehicular access. Parking for the healthcare facility would be provided via four surface stalls at the healthcare facility site and 105 stalls at the parking garage site. The residential site would provide 120 surface parking stalls on the ground floor. Construction of the new healthcare facility and parking structure is anticipated to begin prior to the demolition of the existing San Ysidro Health facility, which would occur as part of the project in preparation for the residential site. Additionally, the existing surface parking lots on the healthcare facility and parking garage sites would be demolished as part of the project. Construction of the healthcare facility and parking garage portions of the project is anticipated to take approximately 16 months and construction on the residential site is anticipated to take approximately 21 months. The project would connect to existing electrical, water, and sewer infrastructure in adjacent roadways. The project is expected to be built to Leadership in Energy and Environmental Design (LEED) Silver standards or an equivalent ranking, be fully electric, and include rooftop solar energy systems.

The proposed project is consistent with the criteria required by CEQA Guidelines Section 15332 for a Class 32 Categorical Exemption and would not result in significant environmental effects as documented in the CEQA Class 32 Categorical Exemption Report dated March 2026, on file with the County of San Deigo General Services, as it involves in-fill development consistent with the applicable general plan designation and all applicable general plan policies as well as with applicable zoning designation and regulations, occurs within city limits on a project site of no more than five acres substantially surrounded by urban uses, has no value as habitat for endangered, rare, or threatened species, will be adequately served by all required utilities and public services, and would not result in any significant effects relating to traffic, noise, air quality, or water quality. Further, no exceptions listed in CEQA Guidelines Section 15300.2 apply to the project. The project will not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; will not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
