The ministerial exemption for the conversion of the bedroom and garage into a JADU applies as the Project’s approval of the JADU per §66323(a)(1). The approval includes no discretionary judgment and approval of the project requires that no objective development or design standards are imposed unless explicitly authorized in §66323, CEQA does not apply. The proposed project’s construction of a 2nd Story for an attached ADU per §66314 under MC 9.240.290 includes no discretionary judgment and approval of the project requires that objective standards are met, CEQA does not apply.
