Document Description
The project involves funds to support the County-administered Urban County Live Well San Diego Home Repair Program that provides home repair loans for critical health and safety improvements, ADA and accessibility improvements, including improvements that support aging-in-place, and other necessary rehabilitation to the residences of low-income homeowners residing in the "Urban County of San Diego." Types of repairs/replacement may include but not limited to replacement of windows from single-pane to double-pane, leveling of mobile home, replacement/repair of roof, interior/exterior doors and walls, abatement and replacement of lead-based paint and/or asbestos, replacement/repair of flooring, appliances, evaporative coolers, and/or fixtures, removal of architectural barriers by installing ADA-compliant ramps and/or repairing broken steps. Eligible homeowners may apply for up to $20,000 to assist in their mobile home repairs and $25,000 to assist in their single-family home repairs. Flood insurance protection is mandatory for acquisition, construction, reconstruction, repair, and improvements, but not for routine maintenance activities. Therefore, eligible homeowners will require proof of flood insurance for rehabilitation activities if their home is in the Federal Emergency Management Agency (FEMA) Special Flood Hazard Areas (SFHA). Eligible homeowners may apply for up to $5,000 for rehabilitation activities without proof of flood insurance. This is an ongoing multi-year program which has completed previous environmental reviews, pursuant to 24 CFR Part 58 Regulations. The County of San Diego Housing and Community Development Services (Grantee) has been and will continue to operate the program for the next 5-year period. This environmental review is intended to extend the NEPA clearance for the next five-year (5) period beginning July 2026. An estimated $6 million in funding will be expended for approximately 225 units during the next five (5) years.

Reasons for Exemption
Section 15061 (b)(3) of the CEQA Guidelines provides a general exemption from CEQA review for a project where it can be seen with certainty there is no possibility that the project will have a significant effect on the environment. The proposed action involves funds to support the administrative activities to support the County-administered Urban County Live Well San Diego Home Repair Program. Therefore, the proposed action would not have any impacts on the environment and is exempt from CEQA review pursuant to CEQA Guidelines Section 15061 (b)(3).
