Document Description
The proposed project involves construction of a groundwater well and water line which will connect to existing QHWD infrastructure. The proposed water line will be approximately 100 feet long and will be constructed in the existing road right of way. The well will be constructed on a previously graded residential lot. Work will include site preparation, mobilization of drilling equipment, drilling, and installation of well casings and screened intervals at depths appropriate to site-specific hydrogeologic conditions. Portable sound walls will be installed around drilling equipment to reduce noise transmission toward nearby residential areas and office buildings across the street. The purpose of the project is to improve water quality and achieve Division of Drinking Water regulatory compliance by blending with two existing wells. There are no long-term safety concerns associated with the proposed action. Temporary construction-related effects will be minimized through standard best management practices.

Notice of Exemption
Exempt Status
Categorical Exemption
Type, Section or Code
15301b, 15303d
Reasons for Exemption
Section 15301(b) (Class 1) categorically exempts the minor alteration of existing public or private structures involving negligible or no expansion of existing or former use. This includes public utility services, such as the proposed groundwater well. The proposed project consists of a minor alteration to an existing facility with a negligible expansion of use. Section 15303(d) (Class 3) categorically exempts the construction of new, small facilities or structures associated with utility infrastructure. The proposed project would involve the installation of a new groundwater well that is limited in scale, accessory to existing QHWD infrastructure, and located on an existing QHWD site.
Exempt Status
Other
Type, Section or Code
15061b3
Reasons for Exemption
The proposed project is exempt from CEQA pursuant to the commons sense exemption set forth in section 15061(b) (3), which applies when "there is no possibility that the activity in question may have a significant effect on the environment." The proposed project consists of a new groundwater well that would serve QHWD's existing system. The well would not introduce new land uses or generate significant environmental effects. Since CEQA only applies to projects that have the potential to cause a significant environmental effect and given the limited scope of construction, the previously disturbed condition of the site, and the absence of reasonably foreseeable environmental impacts, the proposed project would not result in a significant environmental impact.
Exempt Status
Statutory Exemption
Type, Section or Code
15282k
Reasons for Exemption
Section 15282(k) statutorily exempts the installation of new subsurface pipelines, or the maintenance, repair, restoration, removal, or demolition of existing pipelines, provided the project is less than one mile in length and located within a public right-of-way. The proposed pipeline associated with the project will be approximately 100 feet long and will be constructed in the existing road right of way.
