Overview and Background
The Colorados Pressure Zone Improvements Study (2021) identified the Oakmont Memorial Park Regulator as a critical facility for maintaining adequate fire flow capacity in the northern portion of the Leland Pressure Zone and recommended replacing the existing standby regulator with a permanent facility. The Oakmont Memorial Park Regulator Replacement Project (Project) involves constructing a new permanent facility and associated pipelines, valves and supporting infrastructure to replace the existing temporary regulator.
Project Purpose and Objectives
The purpose of this Project is to improve the regulator reliability through the construction of a permanent replacement facility.
Project Location
The Project is located within the public right-of-way along Reliez Valley Road in Pleasant Hill, as shown in Figure 1.
Project Characteristics
The Project consists of constructing a new regulator and the associated pipelines to supply the facility from the Colorados PZ. Once the new facility is operational, the existing regulator will be removed from service and demolished.
Permits and Approvals
A standard encroachment permit will be required to perform work within the public right-of-way along Reliez Valley Road. Any necessary permits from the regulatory agencies and jurisdictions will be obtained to complete the Project.
Schedule and Work Hours
The construction is anticipated to start in 2029 and will take approximately one year to complete. Construction activities will be limited to the daytime weekday hours (7:00 a.m. to 7:00 p.m.) to the extent feasible.
EBMUD Practices and Procedures
Standard construction environmental and safety practices applicable to all EBMUD construction projects have been incorporated into the Project. These standard practices minimize impacts to the public resulting from EBMUD construction projects.
