Document Description
The Burlingame School District (BSD) proposes to demolish three existing buildings (library, administrative office, and a kindergarten classroom) on the Lincoln Elementary School campus to construct a new two-story building that would include four classrooms, administrative offices, and a library. The project would result in a net increase of three classrooms on campus. The project would also construct a new kindergarten and pre-kindergarten play structure behind the proposed building. Associated paving, landscaping, fencing, and retaining wall modifications in the area of the proposed building and play structure are also included in the project. The project would remove two existing trees and plant one new 36-inch box tree. All proposed improvements would occur within existing school grounds.

Reasons for Exemption
The proposed Lincoln Elementary School New Building project would not increase student capacity beyond 25 percent or ten classrooms. Therefore, the proposed
project would be exempt under Class 14, Minor Additions to Schools. Per Section 15300.2 of the CEQA Guidelines, it has been determined the project is not located on a hazardous waste site and the project would not affect environmental resources of hazardous or critical concern, result in a significant impact due to unusual circumstances, damage scenic resources, affect an historical resource, or result in a cumulative impact. For these reasons, the project is exempt from the provisions of CEQA.
