Document Description
The 2026 Slurry Seal Program Project consists of slurry sealing approximately 9 miles of existing County roads within unincorporated communities in Tulare County, including road segments in or near South Visalia Area, Ivanhoe, North/South Porterville Area, Springville, Pixley, and Strathmore. The work would occur on existing paved roadways, including road segments within subdivisions with curb and gutter. The purpose of the Project is to preserve and protect the underlying pavement structure, extend pavement service life, and provide a renewed driving surface for users of these facilities. The Project would not add automobile travel lanes or expand roadway capacity. Construction is anticipated to begin in the third quarter of 2026 and be completed in the fourth quarter of 2026.

Reasons for Exemption
The Project is categorically exempt from CEQA pursuant to CEQA Guidelines §15301, Class 1, Existing Facilities, subsection (c), because it consists of repair, maintenance, and minor alteration of existing County roads through slurry sealing and related pavement preservation activities, with negligible or no expansion of existing use. The Project would occur on existing paved roadways and would not add automobile travel lanes or expand roadway capacity. The Project is also consistent with the County of Tulare’s locally adopted categorical exemption procedures pursuant to CEQA Guidelines §15300.4. The County has further determined that none of the exceptions to the use of categorical exemptions set forth in CEQA Guidelines §15300.2 apply. The Project would not result in a significant cumulative impact, would not result in a significant effect due to unusualcircumstances, would not damage scenic resources within an officially designated State Scenic Highway, is not located on a hazardouswaste site listed pursuant to Government Code §65962.5, and would not cause a substantial adverse change in the significance of ahistorical resource.
