Document Description
The Clark Kerr Campus (CKC) Catering Kitchen project involves the demolition and replacement of the existing one-story standalone portion of Building 10 on the University of California Berkeley’s CKC. The project proposes to redevelop the existing commissary kitchen/storage space as a catering kitchen with cooking preparation, production, coolers, freezers and washing area. The structure will be built on a similar footprint as the original serving the same existing function of approximately 1,941 square feet. The floor will be lowered by approximately 3 inches to align with the other adjacent portions of Building 10. The adjacent exterior stairs on the east will stay in place and not be removed. The proposed building’s exterior walls would be in the same locations as the existing on the east, west and north sides, and extend approximately six feet to the south to capture the area that was under a large roof overhanging the existing building.

Notice of Exemption

Exempt Status
Categorical Exemption
Type, Section or Code
CEQA Guidelines Sections 15301, Class 1
Reasons for Exemption
The Project is categorically exempt under Class 1 because it involves the alteration of an existing structure involving negligible or no expansion of existing use. The existing structure is currently being used as a catering kitchen, and the proposed project would remove and replace the existing structure with negligible expansion of the same use.

Exempt Status
Categorical Exemption
Type, Section or Code
CEQA Guidelines Sections 15302, Class 2
Reasons for Exemption
The Project is categorically exempt under Class 2 Replacement or Reconstruction because it involves the replacement of an existing structure on the same site, where the new structure will have the same purpose and capacity as the structure replaced

Exempt Status
Categorical Exemption
Type, Section or Code
CEQA Guidelines Sections 15303, Class 3
Reasons for Exemption
The Project is categorically exempt under Class 3 because it involves the construction of a small accessory structure (Section 15303(e)) that does not exceed 2,000 square feet. The Project is located within an urbanized area with connections to utility services and infrastructure for a structure of this limited scale.

Exempt Status
Categorical Exemption
Type, Section or Code
CEQA Guidelines Sections 15311, Class 11
Reasons for Exemption
The Project is categorically exempt under Class 11 because it involves the construction or replacement of a minor structure that is accessory to the existing institutional facilities of the University. The structure is a secondary facility designed to support the primary functions of the Clark Kerr Campus and will not change the fundamental nature of the campus operations.

Exempt Status
Categorical Exemption
Type, Section or Code
15300.2
Reasons for Exemption
CEQA Guidelines Section 15300.2 includes a number of exceptions to categorical exemptions, which include the following: location; cumulative impact; significant effect; scenic highways; and hazardous waste sites. These exceptions have been determined not to apply to the Project. However, concerning historical resources, the project is located in Clark Kerr Campus, which is listed in the National Register of Historic Places. The main portion of Building 10 is listed as a contributing structure in the National Register nomination. The proposed demolition and reconstruction of the Catering Kitchen is a one story, stand-alone extension to the east called the Commissary Addition that was built around 1940 and is identified as a structure of no distinction in the National Register nomination. Therefore, although CKC is a listed National Register Historic District, the Project will not cause a substantial adverse change in its significance. The structure being replaced is a non-contributing resource and its replacement is compatible with the existing structures of CKC.
