Document Description
This project will entail removal of existing vines, about 45 acres of vineyard at properties owned by Beckstoffer on parcels 009-006-78, 009-006-24, 009-006-44, 009-006-90. The grading involved with the project will not expand the footprint of the existing farming activity or operation, won’t occur within thirty (30) feet of the top of bank of a watercourse, wetland, lake or vernal pool. The project will remove previously cultivated trees, vines or other plants having stable woody root systems extending at least twelve (12) inches below the soil surface and occur on soils with a moderate or severe Erosion Hazard Rating. Vines will be pushed over after surface irrigation tubing and trellis removal and piled within vineyard block boundaries. No material will be staged or stored outside existing vineyard footprint. Native vegetation will not be disturbed as only existing vines will be removed. No changes to the existing grade is proposed. There will be no cut/fill volume.

Reasons for Exemption
Pursuant to California Code of Regulations, Title 14, Division 6, Chapter 3, Section 15301, Class 1, Existing Facilities, of the CEQA Guidelines which considers whether a project involves negligible or no expansion of use. The proposed project does not involve a change in use and proposes negligible changes in topographical features due to no soil cut/fill proposed as well as no changes in the drainage patterns.
In accordance with California Code of Regulations, Title 14, Division 6, Section 15300.2, there would be no cumulative impacts related to the project; there are no known unusual circumstances that would have a significant effect on the environment; the project would not be located within an officially designated state highway; no trees, rock outcroppings or historic buildings would be removed or damaged; and there are no hazardous waste sites within 1,000 feet of the project site. The County is unaware of any significant tribal cultural resources on-site. The applicant and jurisdictional Tribe have entered a monitoring agreement to ensure mitigation of possible sensitive cultural resources. Based on the aforementioned, the Lake County Community Development Department has determined that the project will not have a significant effect on the environment and is, therefore, exempt from the provisions of CEQA.
