Document Description
The Project will consist of The project is a request for up to 40 acres of outdoor cannabis cultivation under 12-foot high hoop structures. There will be no processing on-site. There will be up to 3harvests per year, with each lasting a maximum of 4 weeks. All cultivation will be set back at minimum 50 feet from the property lines. Existing structures on site include a 1,201 square foot farm employee dwelling and a 255 square foot concrete patio. Proposed structures to be used for cannabis activities include one 120 square foot guard shack, seven 320 square foot shipping containers to be used for cultivation equipment and fertilizer storage and twenty four 5,000 gallon fertigation tanks. An existing generator on-site will be disconnected from the well and will be used as an emergency back-up generator. Also proposed is a 30,000 square foot staging area to be used as a loading area.

Reasons for Exemption
The Department of Cannabis Control has determined that the project is consistent with the local jurisdiction community plan and/or zoning designations. On February 6, 2018, Santa Barbara County Board of Supervisors certified an Environmental Impact Report (EIR) and approved the Cannabis Land Use Ordinance and Licensing Program. CEQA mandates that the project is consistent with the development density established by existing zoning, community plan, or general plan policies for which an EIR was certified and shall not require additional environmental review, except as might be necessary to examine whether there are project-specific significant effects which are peculiar to the project or its site. The project activity fits within the parameters included in CEQA Guidelines Section 15183 and the activity does not require additional CEQA analysis.
