Reasons for Exemption
The project is exempt under Public Resources Code Section 21083.3 and CEQA Guidelines Section 15183 (Projects Consistent with a Community Plan, General Plan, or Zoning) because it is consistent with the land use designation and development density established by the existing zoning and general plan for which an environmental impact report was certified. Specifically, the project is consistent with the Residential Multifamily (RM-24) zoning district and Residential Multiple Family (R-MF-24) land use designation established under the City’s 2030 General Plan and 2021-2029 Housing Element for which the City certified a Programmatic Environmental Impact Report (PEIR). A project-specific environmental exemption report and technical reports further found that the project would not result in any significant environmental impacts that: (1) were peculiar to the project or the parcel on which the project would be located; (2) were not analyzed as significant effects in the PEIR; (3) are potentially significant off-site impacts or cumulative impacts which were not discussed in the PEIR; or (4) were previously identified significant effects, which, as a result of substantial new information that was not known at the time that the PEIR was certified, were determined to have a more severe adverse impact than discussed in the PEIR.
