Reasons for Exemption
The project consists of grading and site improvements for residential development on an existing lot within Tract 2408. The proposed single-family dwelling, accessory dwelling unit, swimming pool, and retaining walls are consistent with the development contemplated for the parcel. The grading will be completed in accordance with the approved plans, applicable County grading and drainage requirements and county LUO. Development of the parcel is subject to the conditions and resource-protection requirements recorded on the Additional Map Sheet for Tract 2408. The grading permit conditions carry forward these existing requirements, including protection and replacement of native oak trees and preconstruction surveys for nesting birds and American badgers. A qualified biologist will document compliance with these requirements. Existing County requirements will adequately address erosion, drainage, soil stability, archaeological discoveries, and site stabilization during and following construction. The project will conform to the applicable General Plan and Land Use Ordinance standards, and no measures beyond the existing tract requirements and generally applicable County development standards are necessary to address the project’s environmental effects. Therefore, it can be seen with certainty that the project will not result in a significant effect on the environment.
