Long Beach Utilities to decommission and abandon existing Sewer Lift Station S-29 (Catalina Station) and replacement of an existing force main consisting of the removal of 3-inch Polyvinyl Chloride (PVC) force main line, trenching of approximately 858 lineal feet of asphalt and soil for installation of a new 6-inch sewer lateral; trenching of approximately 471 lineal feet of asphalt and soil for installation of a new 10-inch-high density polyethylene (HDPE) sewer force main. A trenchless installation of approximately 207-linear feet would be used to install a 20-inch steel casing with a 10-inch HDPE carrier pipe serving the Queen Mary. An existing 10-inch asbestos cement force main approximately 700 lineal feet long will be abandoned in place at the site.

The project involves the decommissioning and abandonment of existing Sewer Lift Station S-29 and replacement of an existing force main involving minor alteration of existing sewer facilities.

The project involves the removal of an existing 3-inch PVC force main and installation of a new 6-inch sewer lateral and 10-inch HDPE sewer force main.

Reasons for Exemption
The Class 4 Categorical Exemption consists of minor public or private alterations in the condition of land, water, and/or vegetation which do not involve removal of healthy, mature, scenic trees except for forestry or agricultural purposes and backfilling where the surface is restored. The project involves trenching of approximately 858 lineal feet of asphalt and soil for the sewer lateral and approximately 471 lineal feet of asphalt and soil for the sewer force main with all surfaces restored upon completion.
The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 (Class 1. Existing Facilities), Section 15302 (Class 2. Replacement or Reconstruction), and Section 15304 (Class 4. Minor Alterations to Land); therefore, the Project is exempt from CEQA and no further environmental review is required.
