Reasons for Exemption
The Class 1 Categorical Exemption consists of the operation, repair, maintenance, permitting, leasing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. The Port will issue a Level I HDP for minor alteration of existing facilities to upgrade the wireless tower-mounted equipment consisting of ground-work installations to support the existing telecommunications facility.

Reasons for Exemption
The Class 2 Categorical Exemption consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. The project involves replacing existing equipment to upgrade wireless communication facility. All equipment that is removed from the site will be disposed of in a manner that meets all federal, state and local environmental and regulatory requirements.

Reasons for Exemption
The Class 3 Categorical Exemption consists of construction and location of limited numbers of new, small facilities or structures; installation of small new equipment and facilities in small structures; and the conversion of existing small structures from one use to another where only minor modifications are made in the exterior of the structure. The project involves tower-mounted and ground equipment upgrades consisting of installing up to three (3) sector mounts, one (1) standoff mount, one (1) microwave dish, fifteen (15) antennas, three (3) remote radio units, three (3) over-voltage protection, two (2) outdoor units, and four (4) cables on tower. Ground-work consists of new installation of up to one (1) battery cabinet, one (1) power cabinet, one (1) generator with tank, one (1) emergency stop button, twelve (12) batteries, one (1) ILC/ATC cabinet, one (1) GPS antenna, one (1) H-frame extension, one (1) fiber junction box, one (1) telco vault, one (1) fire knox padlock, one (1) LED lamp, one (1) chain link fence, approximately 28-feet long by 14-feet wide and 9-feet tall, and (1) rolling gate, approximately 11-feet long and 9-feet tall, which are a limited number of new small facilities, structures, and equipment. The Port has determined that none of the exceptions to the exemptions in the California Environmental Quality Act (CEQA) Guidelines Section 15300.2 foreclose the use of Categorical Exemption CEQA Guidelines Section 15301 (Class 1. Existing Facilities), Section 15302 (Class 2. Replacement or Reconstruction), and Section 15303 (Class 3. New Construction or Conversion of Small Structures); therefore, the Project is exempt from CEQA and no further environmental review is required.
