Reasons for Exemption
Section 15303 of the CEQA Guidelines exempts projects involving the construction and location of new structures and installation of new small equipment and facilities in small structures. The project involves the installation of a new high-efficiency, continuous-duty modular industrial cartridge dust collector (Donaldson Torit Downflow Evolution 4-48) and new concrete pad, replacing existing asphalt, a 17-foot-tall, corrugated metal screening enclosure for the dust collector, and bollards to surround the enclosed structure. Therefore, the project qualifies for a Class 3 categorical exemption.
Additionally, Section 15301 exempts projects involving the minor alteration of existing facilities, including interior or exterior modifications, where the project involves negligible or no
expansion of the existing or former use. The project involves the installation of new ductwork associated with the installation a new dust collection system located on the exterior of the
building. Therefore, the project also qualifies for a Class 1 categorical exemption. Furthermore, none of the exemptions to the categorical exemption listed in CEQA Guidelines Section 15300.2 apply.
