Document Description
This project will perform work at the Point Isabel Wet Weather Facility. This project will replace chemical storage tanks and flow meters, repair the concrete sedimentation tanks, and test and evaluate existing underground duct banks. All equipment being replaced is at the end of its useful life.
Overview and Background
The East Bay Municipal Utility District (EBMUD) has identified various deficiencies at its three wet weather facilities after a facility-wide condition assessment. The deficiencies were prioritized and phased based on condition and consequence of failure. This phase of the Remote Wet Weather Facilities Improvements Project (Project) will focus on improvements at the Point Isabel Wet Weather Facility.
Project Purpose and Objectives
This project will perform work at the Point Isabel Wet Weather Facility. This project will replace chemical storage tanks and flow meters, repair the concrete sedimentation tanks, and test and evaluate existing underground duct banks. All equipment being replaced is at the end of its useful life. Repairs will also help resolve reliability issues with equipment operations and monitoring.
Project Location
The Project is located at the Point Isabel Wet Weather Facility at 275 Isabel Street in Richmond. All work will be completed within the existing facility on EBMUD property. Refer to Figure 1 for the project location.
Project Characteristics
The scope of work includes the following improvements at the Point Isabel Wet Weather Facility: replace chemical storage tanks; replace flow meters; repair concrete sedimentation tanks; and test and evaluate underground duct banks.
Permits and Approvals
No permits are required for the Project because all work will be performed on EBMUD's property and the Project scope of work is limited to repair, replacement, and/or minor alteration to an existing wastewater facility.
Public Considerations
The Point Isabel Wet Weather Facility is on private property and located at least 2000 feet away from residential and commercial areas. Impacts to the public from construction activities will be minimal.
Schedule and Work Hours
Construction is scheduled to begin in July 2027. The estimated construction duration is approximately 12 months. Regular construction work hours will be 7:00 a.m. to 7:00 p.m., Monday through Friday.
