Document Description
This project entails granting Pacific Pipeline Company (“PPC”) access to Gaviota State Beach solely for the purpose of accessing and excavating the existing check valve 325A CHK-11 GC (“Check Valve”) within pipeline Segment CA-325 at Gaviota State Park for regular maintenance and inspection, as well as installation of a ten-foot diameter corrugated metal pipe and lid around the existing Check Valve. The purpose of the pipe and lid is to allow operators to periodically access the Check Valve by opening a lid, thereby eliminating the need to repeatedly excavate the site. Access and installation of the pipe and lid require excavating an approximately 1,152 cubic foot area around the existing Check Valve. A construction crew will access the project site using Gaviota State Park Road 28 to reach the Check Valve location, where the temporary workspace will be approximately 75 feet long by 50 feet wide.
Public access will not be affected during the planned project activities. During proposed work, PPC staff and/or its subcontractors shall adhere to all applicable municipal laws, state laws, federal laws, and standard construction best management practices to minimize the potential for environmental impacts and maximize safety of staff and park users.

Reasons for Exemption
The project is exempt from CEQA under the Class exemption because access and installation of valve can involves the operation, maintenance, or minor alteration of an existing facility (Segment CA-325) involving no expansion of the facility’s existing or former use. The project is also exempt under the Class 4, and 11 categorical exemptions because it consists of new construction of a small, accessory structure and minor alterations to land that do not involve the removal of healthy, mature, or scenic trees. The Department has considered whether the categorical exemptions relied upon is negated by one of the exceptions identified in CEQA Guidelines, Section 15300.2 and Public Resources Code, Section 21084, and upon such consideration, none of the exceptions apply.
