Document Description
The California Department of Fish and Wildlife (CDFW) has executed Lake and Streambed Alteration Agreement EPIMS Notification No. EPIMS-MOO-66741-R6,
pursuant to Section 1602 of the Fish and Game Code to Los Angeles Department of Water and Power.
The Project is limited to geotechnical surveys at 14 locations. All 14 geotechnical survey locations will utilize sonic drilling methods and reach a total of 110 feet in length. Of the 14 sonic borings, three will impact the lake or shoreline below the high-water mark of Grant Lake. Two borings (GLVRP-25-SO-06 and GLVRP-25-SO-07) will be drilled within Grant Lake using a barge or other watercraft. The shoreline boring (GLVRP-25-SO-05) will depend on water level at the time of work. Each boring is expected to impact no more than 2 square feet. Each boring will be backfilled by slowly adding bentonite chips through the water column within the 6-inch casing. Project equipment includes, but is not limited to, a crane, sonic rig, 10-wheel box truck, support truck, forklift, equipment trailer, barge or other watercraft, and vehicles.

Reasons for Exemption
On July 31, 2026, Los Angeles Department of Water and Power, the Lead Agency, determined that the Project is categorically exempt pursuant to California Code of Regulations, Title 14, section 15306. The Lead Agency determined that the Project meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section 21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the Lead Agency’s determination that the Project is exempt from CEQA.
