Reasons for Exemption
The Project is consistent with the development density established by the City of Visalia General Plan and applicable zoning, for which the City certified the General Plan Program Environmental Impact Report (SCH No. 2010041078) on October 14, 2014. Based on the Section 15183 analysis prepared for the Project, the City determined that the Project would not result in: (1) significant effects peculiar to the Project or its site; (2) significant effects that were not analyzed as significant in the General Plan Program EIR; (3) potentially significant off-site or cumulative impacts that were not discussed in the General Plan Program EIR; or (4) previously identified significant effects that would be substantially more severe because of substantial new information. Feasible uniformly applicable development policies or standards and applicable mitigation measures identified in the General Plan Program EIR will be applied to the Project. Accordingly, no additional environmental review is required pursuant to Public Resources Code § 21083.3 and CEQA Guidelines § 15183.
