Document Description
The Project Site is approximately 76.01 acres, located generally along E. Santa Ana Canyon Road, between Festival Drive and Eucalyptus Drive in Anaheim, California. The Project consists of a residential development of up to 359 units comprising of up to 299 single-family detached units and up to 60 units of Affordable Senior Citizen Housing Development (consisting of 59 deed-restricted lower-income senior units and one manager’s unit), along with related roadway, utility, and other improvements to serve the proposed residential uses. The affordable multifamily component would be restricted to qualifying senior households pursuant to applicable state law and implemented through the final affordability covenant, management, lease, and occupancy-control structure. Of the total units, up to 16.4% (59 units) are designated for lower-income households. The Project may include a potential (optional) recreation amenity center for the single-family residences on a lot that is up to 45,492 sq. ft. If the recreation amenity center is not built, passive open space shall take its place on the lot; in addition, the Project would incorporate passive amenity open spaces, gated entries, a guardhouse, monument signs, a water quality basin, and retaining walls. For a conservative, worst-case scenario analysis under CEQA, the Project’s analysis includes construction of the potential recreation amenity center. The Project application seeks approval of a Tentative Tract Map, Conditional Use Permit, and Specimen Tree Removal Permit. The Project Application was submitted as a Builder’s Remedy Housing Development Project pursuant to Government Code Section 65589.5 and the Housing Accountability Act. Per Government Code Section 65589.5(f)(6)(D)(i), the Project is not required to apply for, or receive approval of, a general plan amendment, specific plan amendment, rezoning, or other legislative approval. Notwithstanding the foregoing, the Project remains subject to full environmental review under CEQA, including the identification and mitigation of all significant environmental effects.
