Reasons for Exemption
This action is consistent with Section 15301 Class 1, Existing Facilities, which consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. In this instance, the proposal to allow for the construction of a process pit, extending the sand lane to flush the existing dairy facility and the addition of wastewater transfer lines from one dairy facility to another as noted earlier. Only physical changes are being proposed for this project and the number of animals that are located on site will not change or increase. Therefore, the application of CEQA Section 15301 is applicable and appropriate for this project.
