Document Description
The proposed project consists of the demolition of an existing 2,400 square foot aircraft hangar and the installation of a 5,000 square foot aircraft hangar in the same location.
The Pasadena Police Department’s Air Operations Section (Air Ops) was established in 1969 and is the oldest airborne law enforcement program in the United States. Air Ops has a dedicated four-acre heliport facility located in northwest Pasadena.
Three buildings currently exist on site; a large hangar used to house up to five helicopters and where all aircraft maintenance is performed, a smaller hangar used to house one helicopter, and mobile trailers which are used for offices. The smaller hangar is no longer sufficient to meet the current needs of Air Ops. In addition, in 2023 the City purchased a new Mobile Command Center (MCC) truck to replace the previous obsolete and outdated vehicle. The smaller 2,400 sq ft hanger is being demolished and replaced with a larger hangar of 5,000 sq ft in size which would house two helicopters and the City’s new MCC truck. No maintenance, fueling, or other activities would be performed in the new hangar. All uses at the site would remain the same.
The contract scope includes the demolition and replacement of the hangar, additional pavement for access to the new hangar, and a Low Impact Development system to capture stormwater runoff.

Reasons for Exemption
This project is determined to be categorically exempt from environmental review pursuant to the CEQA and the State CEQA Guidelines, Public Resources Code §21080(b) (9); California Code of Regulations, Title 14, Chapter 3, §15301, Class 1, Existing Facilities; §15302, Class 2, Replacement or Reconstruction; and §15303, Class 3, New Construction or Conversion of Small Structures. Class 1 exempts from environmental review, among other things, the repair, maintenance, and minor alterations of existing structures, facilities, and mechanical equipment where there is negligible or no expansion of the use. Class 2 consists of replacement or reconstruction of existing structures and facilities where the new structure will be located on the same site as the structure replaced and will have substantially the same purpose and capacity as the structure replaced. Class 3 consists of, among other things, construction and location of limited numbers of new, small facilities or structures. The proposed project consists of demolition and replacement of a storage hangar. There would be no expansion of use; the new hangar would be used for the same purpose as the existing hangar, providing for more effective and efficient helicopter and vehicle storage. The project is in an urbanized area where all public services and facilities are available, and the area in which the project is located has been previously developed and is not environmentally sensitive. There are no features that distinguish this project from others in the exempt class and, therefore, there are no unusual circumstances.
