Reasons for Exemption
The proposed project was reviewed for potential exemptions under the California Environmental Quality Act (CEQA) and was found to satisfy the standards of both Section 15301 Class 1 (Existing Facilities) and a Section 15332 Class 32 (In-Fill Development Projects) Categorical Exemptions pursuant to of the CEQA Guidelines. The project is located within a developed urbanized area and involves only minor alterations to the existing facility. The project is consistent with the applicable General Plan designation and zoning regulations and is served by existing public utilities and services. Furthermore, the project will not result in any significant effects related to traffic, noise, air quality, or water quality, and the site has no value as habitat for endangered, rare, or threatened species. Based on these findings, the City of Whittier has determined that the project will not have a significant effect on the environment, and a Notice of Exemption will be filed pursuant to Sections 15301 (Class 1 – Existing Facilities) and 15332 (Class 32 – In-Fill Development Projects) of the CEQA Guidelines.
