Document Description
The proposed Project consists of the installation of a cement slab to support a new permanent emergency standby diesel generator system to provide reliable backup power in case of an emergency to an existing Cuyamaca Water District well and associated waler infrastructure. The beneficiaries of the Project are customers of the Cuyamaca Water District, local and regional fire departments, and the surrounding Julian community who would benefit from continued operation of critical infrastructure during emergency conditions.

Reasons for Exemption
The Project is intended to ensure continued operation of critical water supply infrastructure during utility power outages. wildfire related shutoffs, extreme weather events, or other emergency conditions. Loss of power to the existing well facility could result in disruption of potable water service and compromise fire protection capability
serving the surrounding rural community. Per statute, this exemption would not be applicable to the proposed Project If the proposed action was for a "long-term project undertaken for the purpose of preventing or mitigating a situation that has a low probability of occurrence in the short-term." However, this exclusionary condition does not apply as implementation of the proposed Project is not long-term (less than 3 months installation period), nor is loss of power a "situation of low probability or occurrence" given recent periods of power loss due to fire prevention actions or other conditions, and the general increase in wildfires occurring across the state.
