Section 15301 (Existing Facilities) is applicable because the proposed project consists of the installation of a flagpole and associated artwork for a tribal flagpole at an existing facility (Waterfront Park), involving negligible expansion of existing use. Section 15303 (New Construction or Conversion of Small Structures) is applicable because the proposed project involves the installation of an accessory (appurtenant)
structures which are the flagpole and associated artwork. Lastly, Section 15304 (Minor Alterations to Land) is applicable to the proposed project would involve minor land disturbances for the installation of the flagpole, which do not involve removal of healthy, mature, scenic trees.
Additionally, the project would not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially adopted by government agencies; does not contribute to cumulative environmental impact; would not have a significant impact on the environment due to unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
