Reasons for Exemption
The project is categorically exempt from the provisions of the California Environmental Quality Act (CEQA, Public Resources Code §21000, et seq., and California Code of Regulations, Title 14, §15000, et seq.) pursuant to Section 15303 (Class 3 "New Construction or Conversion of Small Structures") and Section 15314 (Class 14 – “Minor Additions to Schools”) of the CEQA Guidelines due to the project construction and installation of four new one-story modular classroom buildings totaling approximately 8,640 square feet and associated site improvements to support the expansion of the existing school's early education program. The modular classroom buildings are small-scale educational facilities located entirely within the existing developed school campus and would be served by existing and upgraded on-site utility infrastructure. The project constitutes a minor addition to an existing school within the existing school grounds and does not increase original student capacity by more than 25 percent or ten classrooms, whichever is less. All improvements would occur within the existing campus boundaries, would not require the acquisition or development of off-site property, and would not result in a substantial expansion beyond the existing developed school site. Moreover, none of the exceptions in CEQA Guidelines Section 15300.2 apply, as follows: (a) the site is not located in an environmentally sensitive area, (b) there are no cumulative impacts, (c) there are no significant effects due to unusual circumstances, (d) the project is not located near a scenic highway, (e) the project site is not located on a hazardous waste site pursuant to Government Code Section 65962.5, and (f) the project would not adversely affect any historical resource.
