Caltrans proposes to rehabilitate an existing 72-inch Corrugated Steel Pipe (CSP) culvert at Postmile (PM) 29.6 on Interstate 15 (I-15), near Temescal Valley in Riverside County. The proposed rehabilitation method is concrete invert paving. Construction activities will primarily be performed from the inlet located on De Palma Road, where a Traffic Control System with Reversible Control will be implemented. No temporary access roads are required. All equipment and vehicles will be parked on the shoulder. Vehicles and equipment will not be traveling to and from the culvert work area. This project is funded by State-only funding. The purpose of this project is to perform preventive maintenance on the existing culvert to preserve the drainage system and extend its service life. The need of this project is to delay or prevent further deterioration of the culvert and to postpone the need for more extensive rehabilitation or replacement in the future. Limited work will occur in the channel near the outlet to implement best management practices (BMPs), including installing a temporary gravel bag berm and removing sediment from the last 50 feet inside the culvert. Additional limited work will occur in the channel near the inlet to establish a ~6-foot-wide walkway for the construction crew to access the work site. To establish this walkway, plants and bushes will be cut while leaving the roots in the soil. Minor clearing and grubbing will also occur in front of the inlet and outlet for fire prevention related to welding operations. On I-15 Northbound and Southbound, shoulder closures will be implemented to replace the culvert markers and install Temporary Drainage Inlet Protection. Traffic Management Plan (TMP) Elements include “Traffic Management Plan-Public Information” and “Construction Zone Enhanced Enforcement Program (COZEEP)”. Per Right-of-Way Engineering, there are impacted areas on this culvert project along De Palma Road that were purchased by the State and subsequently relinquished to the County of Riverside. As a result, a request for an encroachment permit will be submitted to the County of Riverside. The Encroachment Permit will be temporary and valid only during the construction period. The estimated construction duration is 50 working days, and the total culvert length is approximately 440 feet.
