Project Title: Cardoza Contractor Storage Yard (PSP 26-013)

The applicant proposes the establishment and operation of a contractor storage yard to support an off-site landscaping business. Development of the site includes construction of a 3,600-square-foot metal shop building, installation of an on-site wastewater treatment/septic system, and graveled access road. The contractor storage yard would accommodate parking and storage of up to twelve pickup trucks, twelve cargo or flatbed trailers, lawn maintenance equipment and mowers, employee parking, and associated site access and circulation improvements necessary for daily operations. An Initial Study (IS) was prepared by the Environmental Planning Division of the Resource Management Agency (RMA) for PSP 26-013, identifying potentially significant environmental effects associated with the project. A Mitigated Negative Declaration (MND) and Mitigation Monitoring and Reporting Program (MMRP) were subsequently prepared, concluding that although the project may have the potential to significantly affect the environment, the incorporation of mitigation measures would reduce all impacts to levels where no significant effect would occur, and no substantial evidence exists indicating that the revised project would result in significant impacts. The MND (SCH #2026080007) describes these mitigation measures and explains how they reduce potential effects to lessthan- significant levels, as supported by the environmental checklist prepared pursuant to the California Environmental Quality Act (CEQA). Based on the analysis in the Initial Study and accompanying technical documentation, all potential impacts—including Biological Resources; Cultural, Tribal, and Paleontological Resources; Geology and Soils; and Noise—were determined to be less than significant or less than significant with mitigation incorporated.
