Document Description
The Contra Costa Transportation Authority, in partnership with the Town of Moraga, is proposing the Moraga Road and Canyon Road Complete Streets Project to implement a series of bicycle and pedestrian safety improvements. The project entails closing key gaps in the Town’s sidewalk network, which will improve circulation and access for students and residents walking to schools and shopping centers, installing ADA-accessible curb ramps, implementing Rectangular Rapid Flashing Beacons (RRFBs), introducing leading pedestrian intervals, installing a new traffic signal, introducing median pedestrian refuge islands, establishing 4,600 linear feet of enhanced Class II buffered bike lanes, pavement renovation, planting new street trees, installing a new bus stop shelter, deploying speed feedback signs, and other essential improvements. A new traffic signal would be installed at the intersection of Canyon Road and Country Club Drive, and existing traffic signals would be upgraded at the intersections of Moraga Road and Moraga Way, and at Moraga Road and St. Mary’s Road. Five RRFBs would be installed at Sanders Drive (three at the crossing and two advance). Bus shelter enhancements will be implemented by County Connection in coordination with the Town. Improvements will likely be limited to adding a shelter to the existing bus stop at Moraga Way.

Reasons for Exemption
Per section 15300.2 of the California Environmental Quality Act (CEQA) Guidelines, it has been determined that the project limits are not included on any list compiled pursuant to Section 65962.5 of the Government Code (i.e., Cortese List), the project would not result in a significant impact due to unusual circumstances, damage scenic resources, affect a historic resource, or result in a cumulative impact. Per Section 15301, it has been determined that the project would not involve any expansion of existing transportation use along the project roadways. For these reasons and those stated above, the project is exempt from the provisions of CEQA.
