Document Description
The San Carlos School District ("District") is undertaking a Transitional Kindergarten Expansion Project ("Project") at Arundel Elementary School located at 200 Arundel Road, San Carlos, California. The Project involves the construction of four new classroom buildings (two structures) and associated site improvements on the existing school campus. The Project will provide additional instructional space to support the District's transitional kindergarten program. The Project will occur within an existing developed school site and will maintain substantially the same purpose and capacity of the site upon completion. Reasons for Exemption
The project is exempt under CEQA Guidelines Sections 15314 (Class 14-Minor Additions to Schools), 15303 (Class 3-New Construction or Conversion of Small Structures), and 15304 (Class 4-Minor Alterations to Land). Under Class 14, the project consists of the construction of four new classrooms (two buildings) on an existing school campus with additions occurring within the existing school grounds and not increasing student capacity by more than 25 percent or ten classrooms, whichever is less, and having substantially the same purpose as existing facilities. Under Class 3, the project includes the construction of small new structures consistent with the existing use of the developed site. Under Class 4, the project includes minor site work such as limited grading, utility connections, and site improvements within an existing school campus. The project involves negligible or no expansion of use, is not located in a particularly sensitive environment, and will not result in significant environmental impacts. There are no unusual circumstances, and none of the exceptions to categorical exemptions identified in CEQA Guidelines Section 15300.2 apply.
