Reasons for Exemption
Section 15301 (Existing Facilities) is applicable because the proposed project consists of the maintenance of existing fuel management areas involving no expansion to former use. Section 15304 (Minor Alterations to Land) is applicable because the proposed project involves minor alterations to land through the removal of dead vegetation, fuel reduction, vegetation management, shaded fuel breaks, and
enhancement of fire-prone habitats using methods known to reduce fire risk. These methods include hand tools and grazing. Grazing will be limited to existing fuel management areas and fencing, or similar barriers, will be utilized to distinguish areas.
Additionally, the project would not impact environmental resources of hazardous or critical concern that are designated, precisely mapped and officially
adopted by government agencies; does not contribute to cumulative environmental impact; would not have a significant impact on the environment due to
unusual circumstances; does not damage scenic resources within a designated state scenic highway; is not on the list of Hazardous Waste and Substance
Sites pursuant to Section 65962.5 of the Government Code; and does not cause adverse change in the significance of a historical resource.
