Reasons for Exemption
On July 1, 2026, the Board of Directors of the Western Municipal Water District adopted Resolution No. 3391. The Resolution establishes water and sewer availability charges needed to fund the continued operation, maintenance, and capital improvements of existing facilities within the Murrieta Service Area. The Board found that the charges are imposed for the purpose of meeting operating expenses and obtaining funds for capital projects necessary to maintain service within the District’s existing service areas and do not fund capital projects for the expansion of the water or sewer system. Based on these findings, the Board determined that adoption of the charges established by Resolution No. 3391 is statutorily exempt from CEQA pursuant to Public Resources Code section 21080(b)(8) and CEQA Guidelines section 15273.
