Reasons for Exemption
On July 1, 2026, the Board of Directors of the Western Municipal Water District adopted Resolution No. 3392. The action involves the adoption of sewer service charges for parcels that receive sewer service but not water service from the District, and directs that such charges be collected on the County tax roll for Fiscal Year 2026–2027.
The Board found that the charges are imposed for the purpose of meeting operating expenses and obtaining funds for capital projects necessary to maintain service within the District’s existing service area and do not fund capital projects for the expansion of the sewer system. Based on these findings, the Board determined that adoption of the charges established by Resolution No. 3392 is statutorily exempt from CEQA pursuant to Public Resources Code section 21080(b)(8) and CEQA Guidelines section 15273.
