Document Description
Fullerton proposes installing Traffic Signals at the intersection of Harbor Boulevard and La Entrada Drive in the City of Fullerton. The work will consist of installing multiple traffic signal poles with foundations, vehicle detection systems, a service cabinet, and a controller cabinet. The proposed project involves 12
potholes to identify underground utilities within the project limits. Maximum pothole depth is 6 feet with a diameter of 12 inches. All work will be done within the City's right-of-way. The Purpose of the project is to reduce the number of broadside type collisions at the intersection by installing multiple traffic signals. The need is based on the current configuration of the intersection which has brought concerns from residents. Three warrants (crash experience, volume related, and spacing of
traffic signals) of the nine warrants listed in the CA MUTCD were met and therefore justify the traffic signal criteria. Safety lighting will also be installed to help illuminate the intersection to help reduce collisions. By installing a traffic signal at the intersection of Harbor Boulevard and La Entrada Drive all users will reap the benefits of safety enhancements to the roadway in the City of Fullerton.

This project is exempt under Section 15301 (f) of the State CEQA Guidelines which states that a Class 1 project is exempt if it consists of the operation, repair, maintenance, permitting, leasing, licensing, or minor alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use. It further states
that, the types of "existing facilities" itemized are not intended to be all-inclusive of the types of projects which might fall within Class 1. The key consideration is whether the project involves negligible or no expansion of use. (f) Addition of safety or health protection devices for use during construction of or in conjunction with existing structures, facilities, or mechanical equipment, or topographical features
including navigational devices. All work will be done within the City's right-of-way.
