The City Council of Redwood City approved, for the 1900 Broadway project, the substitution of the affordable housing site and affordable housing project at 847 Woodside Road for an affordable housing site and project at 705 Veterans Boulevard; approval of a general vacation of public right-of-way property consisting of a portion of Spring Street and a small remnant City-owned parklet located at the northeastern corner of Marshall and Walnut Streets (collectively referred to as the “Spring Street Segment”), associated with the 1900 Broadway Gatekeeper Development Agreement and project; and, approval of a Purchase and Sale Agreement authorizing the sale of the Spring Street Segment to the 1900 Broadway developer.

On January 24, 2011, the City Council certified the Final Environmental Impact Report for the Redwood City Downtown Precise Plan (State Clearinghouse No. 2006052027 “DTPP EIR”), and on June 26, 2023, the City Council certified the Final Subsequent Environmental Impact Report for the DTPP Plan Wide Amendments (State Clearinghouse No. 2021090249 “DTPP SEIR”). On October 28, 2024, the Council reviewed the 1900 Broadway Project, including the Spring Street vacation, through a CEQA Consistency Checklist and adopted Resolution No. 16254, concluding that the Project (including the proposed vacation and sale of Spring Street) is within the scope of the DTPP EIR and SEIR and is consistent with Public Resources Code Section 21083.3 and CEQA Guidelines Sections 15168 and 15183. Since approval of the Consistency Checklist, other than the substitution of the affordable housing site as noted below, no changes have occurred in the proposed project or in the circumstances under which the project would be implemented that would cause new significant impacts or a substantial increase in the severity of impacts identified and analyzed in the Consistency Checklist, and no new information has emerged that would materially change the analysis or conclusions set forth in the Consistency Checklist. The proposed actions herein would not necessitate implementation of additional or considerably different mitigation measures than those identified in the Consistency Checklist. In connection with environmental review of the substituted affordable housing project, the 705 Veterans Project was approved under the state Streamlined Ministerial Approval Process (SB 35) and as such, is not subject to CEQA. In addition, in accordance with Public Resources Code Section 21080(b)(1) and CEQA Guidelines Section 15268, Ministerial Approvals are exempt from the requirements of CEQA.

Even if the site substitution and Affordable Housing Plan was considered a project under CEQA, it would be exempt pursuant to CEQA Guidelines Section 15061(b)(3) because it can be seen with certainty that the approval of a Substitute Site and an Affordable Housing Plan would not have the potential to result in a significant effect on the environment.
