Document Description
Time Extension application for PA-2200143, approved actions for which will expire April 1, 2026. The description for PA-2200143 is as follows: Site Approval application for the filling in and grading of a reclaimed and closed rock quarry in two phases over five years for future agriculture use. Total fill quantity at the conclusion of the project will be approximately 5,538,000 cubic yards of fill dirt. Estimated daily truck trips for the project is 50 to 100 depending on availability of fill material. Fill material will consist of clean, imported material meeting the requirements of the State of California Department of Toxic Substances Control and complying with the California Environmental Screening Levels for excavated materials. Access to the site is from 2 existing driveways at South Tracy Boulevard The project site is not under a Williamson Act contract.

This project is exempt from the California Environmental Quality Act (CEQA) per CEQA Guidelines section 15061(b)(3). Section 15061(b)(3) states that “CEQA applies only to projects which have the potential for causing a significant effect on the environment. Where it can be seen with certainty that there is no possibility that the activity in question may have a significant effect on the environment, the activity is not subject to CEQA.” There is no possibility that this project may have a significant effect on the environment and, therefore, the project is not subject to CEQA.
