Document Description
The California Department of Fish and Wildlife (CDFW) has executed
Lake Alteration Agreement EPIMS Notification Number ELD-68065-R2, pursuant to Section
1602 of the Fish and Game Code to the project Applicant, City of South Lake Tahoe.
The project is the second phase (Phase 2) of a three-phase effort to stabilize the shoreline,
protect the existing infrastructure of Lakeview Commons, and maintain public beach access to
Lake Tahoe. The current project includes removing the supersacks installed in 2018 as an
emergency shoreline revetment and replacing them with revetment constructed of natural
materials: riprap, cobbles, and sand. After initial revetment construction and sand
replenishment has been completed, the project includes ongoing sand replenishment as
needed during the 2027, 2028, and 2029 construction seasons.

Project
meets certain qualifying criteria for the exemption. Pursuant to Public Resources Code section
21080.1(a), the Lead Agency is responsible for determining whether the Project is exempt
from CEQA and that determination shall be final and conclusive on all persons, including Responsible Agencies. As a result, CDFW, acting as a Responsible Agency, is bound by the
Lead Agency’s determination that the Project is exempt from CEQA.
