The Oxnard Housing Authority, in partnership with the City of Oxnard, is commissioning three large-scale outdoor murals, replacement of existing fence screen coverings with new screens, and landscaping enhancements at its Housing Authority Building located on 300 N. Reasons for Exemption
In accordance with the State CEQA Guidelines and Section 15301, Class 1 of the State CEQA Guidelines, projects involving “alteration of existing public or private structures, facilities, mechanical equipment, or topographical features, involving negligible or no expansion of existing or former use” may be found to be exempt from the requirements of CEQA. This proposal includes the painting of three murals on existing housing authority and city owned buildings, replacement of existing fence screen coverings with new screenings, installed on existing fencing, as well as enhancements to the plantings within existing planters adjacent to the proposed murals. All of the proposed improvements are proposed on existing structures. No physical changes to the buildings or fence structures are proposed. The proposed enhancements will not alter the existing uses of the properties. No Exceptions to the Exemptions (Section 15300.2) apply to defeat the exemption. Therefore, there is no substantial evidence that the project will have a significant effect on the environment, the project is categorically exempt from the provisions of CEQA, and there is no requirement to prepare an environmental document.
