Document Description
A request by the Cambria Community Healthcare District for a Minor Use Permit / Coastal Development Permit (C-DRC2025-00032) to allow for the phased partial demolition and reconstruction of an ambulance station on the site of the existing facility, allowing administrative and crew functions to remain operational during construction. Phase 1 will include the partial demolition of the existing ambulance station to accommodate construction of a new approximately 4,300-square-foot facility consisting of 1,621 square-feet of ambulance bay area, 1,279 square-feet of administrative space, and 1,350 square-feet of employee living quarters. The ambulance bay will accommodate four emergency vehicles with direct access to Main Street for emergency response, and on-site staffing is anticipated to include approximately seven employees and responders. Phase 2 will include demolition of remaining existing facilities and associated site improvements consisting of landscaping, return driveway, public and staff parking, installation of an emergency generator and support appurtenances. The project is in the Public Facilities land use category, located at 2515 Main Street in the Community of Cambria. The project is in the North Coast Planning Area of the Coastal Zone.

Reasons for Exemption
The project qualifies for a Categorical Exemption (Class 2) pursuant to CEQA Guidelines Section 15302, Replacement or Reconstruction, because the project consists of the phased partial demolition and reconstruction of an ambulance station on the site of the existing facility. The project is not located in an area which may have an impact on an environmental resource of hazardous or critical concern which is designated, precisely mapped and officially adopted by a federal, state or local agency. Further, there are no unusual circumstances surrounding the project. There are no unusual circumstances and the project/use is consistent with the Public Facility land use designation for the site. The location of the proposed project is not within any hazardous waste site compiled pursuant to Gov. Code § 65962.5. The proposed project does not involve or does not cause a substantial adverse change in the significance of a historical resource.
The project is in a mapped ‘Terrestrial Habitat’, a designated Environmentally Sensitive Habitat Area for Monterey Pine Trees, therefore a Biological Resources Assessment was prepared for the project (KMA, December 9, 2025) which details measures necessary to avoid impacts to Monterey Pines. One Oak Tree will be removed and replaced at a 6:1 ratio consistent with North Coast Area Plan replacement requirements.
The project is located within a mapped “Archaeologically Sensitive Area”, and the project involves new ground disturbing activities, therefore a Phase 1 Archaeological Resources Assessment was completed for the project (CCARC, October, 2025) which indicates no findings of archaeological or cultural resources. Therefore, no impacts to significant cultural resources are anticipated and the project is conditioned to stop work in the event of an inadvertent discovery.
The site is located within a mapped “Geologic Study Area.” However, the project meets the exception from GSA requirements pursuant to CZLUO Section 23.07.082 as the project consists of alterations or additions to a structure, the value of which does not exceed 50% of the assessed value of the structure in any 12-month period, and the site is not adjacent to a coastal bluff. The site is within a mapped low liquefaction risk zone and low potential for landslide risk.
