Document Description
The proposed project consists of a comprehensive renovation of the former Bank of America facility located at 936 “G” Street, Reedley, CA 93654, into the new City of Reedley Civic Center. The Civic Center will house the Administrative Services Department, Office of the City Clerk, Office of the City Manager, Office of the Assistant City Manager, Community Development Department, Engineering Department, and Public Works Department. Renovations will include façade enhancements, plumbing, electrical conveyances, parking lot resurfacing and re-striping, interior refurbishment, and construction of new workstations, offices, conference rooms, public-facing counters, payment kiosks, bathrooms, and installation of new mechanical and technology equipment.

Reasons for Exemption
Section 15301(a) (Class 1/Existing Facilities), exempts from the provisions of CEQA
projects characterized as interior and exterior alterations involving such things as interior partitions, plumbing, and electrical conveyances. The proposed project includes exterior façade improvements, parking lot resurfacing and re-striping, interior refurbishment, and construction of new workstations, offices, conference rooms, public-facing counters, payment kiosks, bathrooms, and installation of new mechanical and technology equipment. Therefore, this project is exempted under this Section.
Section 15332 (Class 32/In-Fill Development Projects) of the CEQA Guidelines also
exempts projects that are consistent with the General Plan and zoning; occur within the city limits on a site less than five acres; contain no habitat for endangered species; would not result in any significant effects relating to traffic, noise, air quality or water quality; and can be adequately served by all required utilities and public services.
The proposed project is consistent with the 2030 General Plan Update. The project
occurs in the city limits of Reedley and is on an affected area that is less than five acres with no habitat for endangered species on the site. The project site is an existing building in an urban area, which has a high level of disturbance within, and adjacent to the project area, therefore it lacks suitable habitat for endangered species. The project will be compliant with the general plan policies and mitigation measures addressed in the Reedley General Plan 2030 Program EIR (SCH# 2010031106), which would determine that the project would not result in any significant effects related to traffic, noise, air quality or water quality.
The proposed project is an exemption characterized under Section 15301(a) (Class
1/Existing Facilities) and Section 15332 (Class 32/Infill Development Projects) of the
California Environmental Quality Act (CEQA) Guidelines.
